Dear Sirs,

Commercial Information Circular No. 386/2005

The Mainland of China : Preliminary Finding of Anti-dumping Investigation Against Imports of Epichlorohydrin from Russia, the Republic of Korea, Japan and the United States

The Ministry of Commerce issued Notice No. 57/2005 on 21 September 2005, announcing the preliminary finding of the anti-dumping investigation against imports of epichlorohydrin from Russia, the Republic of Korea, Japan and the United States. The relevant tariff code of the General Administration of Customs is 2910 3000.

PRELIMINARY FINDING

  1.
  2. The preliminary finding revealed that dumping existed regarding the investigated products originated in Russia, the Republic of Korea, Japan and the United States, with dumping margin ranged from 0.9% to 71.5%. It was found that such dumping had caused material injury to the domestic industry and that causal link existed. With effect from 21 September 2005, importers have to provide deposit according to the margin of dumping as guarantee to the General Administration of Customs during importation of the products concerned.

  3. Interested parties may submit written representation and supporting evidence to the Ministry of Commerce within 20 days from the date of announcement (i.e. 21 September 2005) for their consideration.

  4. For details of the initiation of the subject anti-dumping investigation, please refer to our CIC No. 356/2004 dated 30 December 2004.
