Dear Sirs,

Commercial Information Circular No. 191/2005

Imports of Unbleached Kraft Liner/Linerboard from the United States, Thailand,
the Republic of Korea and the Taiwan Province

The Ministry of Commerce issued Notice No. 28/2005 on 31 May 2005, announcing the preliminary finding of the anti-dumping investigation against imports of unbleached kraft liner/linerboard from the United States, Thailand, the Republic of Korea and the Taiwan Province. The prevailing tariff codes of the General Administration of Customs are 4804 1100, 4804 3100, 4804 4100, 4804 5100, 4805 2400, 4805 2500.

PRELIMINARY FINDING

  1.
  2. The preliminary finding revealed that dumping existed regarding the investigated products originated in the United States, Thailand, the Republic of Korea and the Taiwan Province, with dumping margin ranged from 7.2% to 65.2%. It was found that such dumping had caused material injury to the domestic industry and that causal link existed. With effect from 31 May 2005, importers have to provide deposit according to the margin of dumping as guarantee to the General Administration of Customs during importation of the products concerned.
  3. Interested parties may submit written representation and supporting evidence to the Ministry of Commerce within 20 days from the date of announcement (i.e. 31 May 2005) for their consideration.
  4. For details of the initiation of the subject anti-dumping investigation, please refer to our CIC No. 87/2004 dated 7 April 2004.
