The Mainland of China :Preliminary Finding of Anti-dumping Investigation Against Imports of Monoethanolamine and Diethanolamine from Japan, the United States, Germany, Iran, Malaysia, Taiwan Province and Mexico

The Ministry of Commerce issued Notice No. 8/2004 on 25 March 2004, announcing the preliminary finding of the anti-dumping investigation against imports of monoethanolamine and diethanolamine from Japan, the United States, Germany, Iran, Malaysia, Taiwan Province and Mexico. The relevant tariff codes of the General Administration of Customs are 2922 1100 and 2922 1200, but monoethanolamine salts and diethanolamine salts under the two codes are not included.

PRELIMINARY FINDING

  1. The preliminary finding revealed that dumping existed regarding the investigated products originated in Japan, the United States, Iran, Malaysia, Taiwan Province and Mexico , with dumping margin ranged from 9% to 137%. It was found that such dumping had caused material injury to the domestic industry and that causal link existed. With effect from 25 March 2004, importers have to provide cash deposit according to the margin of dumping as guarantee to the General Administration of Customs during importation of the products concerned.
     

  2. During the investigation period, imports of monoethanolamine and diethanolamine from Germany amounted to less than 3% of China's total import and the accumulated total of imports from similar countries were less than 7%. As a result, the Ministry of Commerce has ceased the anti-dumping investigation against imports of monoethanolamine and diethanolamine from Germany.
     

  3. Interested parties may submit written representation and supporting evidence to the Ministry of Commerce within 20 days from the date of announcement (i.e. 25 March 2004) for their consideration.
