The Mainland of China :Administrative Provisions on Foreign-invested Advertising Enterprises
The Ministry of Commerce and the State Administration for Industry and Commerce promulgated the "Administrative Provisions on Foreign-invested Advertising Enterprises, which came into force on 2 March 2004. The Provisions set out the requirements and procedures of setting up foreign-invested advertising enterprises. Since the implementation of the Provisions, the Mainland allows foreign investors to own shares up to 70% of the total shares in Chinese-foreign joint venture enterprises on advertising business. The Mainland will allow the setting up of wholly foreign-owned advertising enterprises with effect from 10 December 2005.

According to the "Mainland and Hong Kong Closer Economic Partnership Arrangement", the Provisions allow Hong Kong service suppliers to set up wholly foreign-owned advertising enterprises in the Mainland with effect from 1 January 2004.
