Commercial Information Circular No. 151/2003

The Mainland of China :Safeguard Measures on Imports of Certain Steel Products

The then Ministry of Foreign Trade and Economic Cooperation (MOFTEC) announced the imposition of final safeguard measures on imports of non alloy hot rolled sheets and coils, non alloy cold rolled sheets and coils, organic coated sheets, silicon-electrical steel and stainless cold rolled sheets and coils for a period of 3 years on 19 November 2002. The then MOFTEC also announced that interested parties might submit applications for adjustment of the scope of steel products subject to the safeguard measures during the period 13 January 2003 to 13 March 2003, vide its Notice No. 2/2003 dated 13 January 2003.

  1. At the request of interested parties, and based on the investigation and verification of the data provided by the interested parties, the Ministry of Commerce issued Notice No. 18/2003 on 20 May 2003 which provided that additional duty will not apply to certain out-quota steel products from 24 May 2003. The list of such products is attached at Annex (pdf format) for reference.

For details of the application procedures for adjusting the scope of steel products subject to the safeguard measures and the first list of steel products that are not subject to out-quota duty, please refer to our CIC Nos. 23/2003 and 31/2003 dated 16 January 2003 and 23 January 2003 respectively.
