Commercial Information Circular No. 87/2024

US : Mandatory Safety Standard for Toys

The United States Consumer Product Safety Commission (Commission) published in the Federal Register (FR) of 18 January 2024 a direct final rule allowing the revised standard developed by ASTM International, i.e. ASTM F963-23: "Standard Consumer Safety Specification for Toy Safety", to become the mandatory toy standard.

2.This direct final rule incorporates by reference ASTM F963-23 and updates the existing notice of requirements that provide the criteria and processes for Commission acceptance of accreditation of third-party conformity assessment bodies for testing to ASTM F963.

3.The rule is effective on 20 April 2024. If the Commission receives a significant adverse comment by 20 February 2024, it will publish a document in the FR withdrawing the direct final rule before its effective date.
