US : Antidumping Action against Paper Shopping Bags from the Mainland of China : Preliminary Determination of Sales at Less than Fair Value

Further to Commercial Information Circular No. 418/2023 of 28 June 2023, the US Department of Commerce (DoC) announced in the Federal Register (FR) notice of 3 January 2024 its preliminary determination that paper shopping bags from the Mainland of China were being, or were likely to be, sold in the US at less than fair value. The weighted-average dumping margins were found to be 24.15% - 146.32%. The FR notice is available at: https://www.govinfo.gov/content/pkg/FR-2024-01-03/pdf/2023-28938.pdf.

2.On 20 July 2023, the US International Trade Commission (ITC) already published its preliminary affirmative determination that there was a reasonable indication that an industry in the US was materially injured by reason of imports of paper shopping bags from the Mainland of China. If the final determination of the DoC is affirmative, the ITC will make its final determination on whether the domestic industry in the US is materially injured, or threatened with material injury, by reason of the subject imports within 45 days after the DoC's final determination.
