Dear Sirs,

Commercial Information Circular No. 245/2024

US : Antidumping and Countervailing Actions against Tin Mill Products from the Mainland of China: Negative Injury Determinations and Termination of Investigations

The US International Trade Commission (ITC) announced in the Federal Register (FR) notice of 29 February 2024 its negative injury determinations in the antidumping and countervailing duty investigations against tin mill products from the Mainland of China. A copy of the FR notice is available at: https://www.govinfo.gov/content/pkg/FR-2024-02-29/pdf/2024-04238.pdf.

DETAILS

2.The US Department of Commerce (DoC) initiated on 14 February 2023 antidumping and countervailing duty investigations to determine whether imports of tin mill products from the Mainland of China were being, or were likely to be, sold in the US at less than fair value, and whether manufacturers/producers/exporters of tin mill products in the Mainland of China received countervailable subsidies. Subsequently, the DoC made its affirmative antidumping and countervailing determinations. Please refer to Commercial Information Circular Nos. 417/2023, 596/2023 and 52/2024 dated 28 June 2023, 24 August 2023 and 11 January 2024 respectively for details.

3.The ITC announced on 29 February 2024 its finding that an industry in the US was not materially injured or threatened with material injury, and the establishment of an industry in the US was not materially retarded by reason of imports of tin mill products from the Mainland of China that had been found by the DoC to be sold in the US at less than fair value and to be subsidised by the Government of the People's Republic of China. As a result of ITC's negative injury determinations, these investigations have been terminated and no antidumping and countervailing duty orders will be issued.
