US : Proposed Revisions to Rule for Certificates of Compliance for Consumer Products
The United States Consumer Product Safety Commission (Commission or CPSC) published in the Federal Register (FR) of 8 December 2023 a supplemental notice of proposed rulemaking to revise the rule for Certificates of Compliance (certificates). Interested parties may submit comments to the Commission by 6 February 2024.
2.In 2013, the Commission issued a notice of proposed rulemaking (NPR) to revise the rule for certificates to align with rules for testing children's products and component part testing, and to require electronic filing of certificates (eFiling) for imported consumer products with the US Customs and Border Protection. Building on the 2013 NPR, this notice proposes to amend the rule for certificates to, among other things: revise terminology; broaden the definition of ''importer''; allow private labelers to test and certify products; and implement eFiling for imported, CPSC-regulated consumer products and substances.
