Commercial Information Circular No. 680/2023

US : Safety Standard for Consumer Products Containing Button Cell or Coin Batteries

The United States Consumer Product Safety Commission (Commission) published in the Federal Register (FR) of 21 September 2023 a direct final rule to incorporate by reference the voluntary standard UL 4200A-2023 into the Code of Federal Regulations as the mandatory consumer product safety rule for consumer products containing button cell or coin batteries.

2.The direct final rule is effective on 23 October 2023. Consumer products containing button cell or coin batteries that are manufactured or imported after 23 October 2023, must comply with this direct final rule. However, the Commission is granting a 180-day transitional period of enforcement discretion from 21 September 2023, through 19 March 2024.

3.If the Commission receives a significant adverse comment by 5 October 2023, it will publish a document in the FR withdrawing the direct final rule before its effective date. Comments should be submitted through the Federal eRulemaking Portal at https://www.regulations.gov (identified by Docket No. CPSC-2023-0004) by 5 October 2023.
