Commercial Information Circular No. 696/2022

Canada : Antidumping Action against Certain Concrete Reinforcing Bar from Hong Kong : Conclusion of Expiry Review Investigation on Dumping

Further to Commercial Information Circular No. 269/2022 of 1 April 2022 regarding the initiation of an expiry review investigation of the anti-dumping measure imposed on certain concrete reinforcing bar originating in or exported from, inter alia, Hong Kong, the Canada Border Services Agency (CBSA) published a notice on 26 August 2022 announcing that it had determined that the expiry of the measure is likely to result in the continuation or resumption of dumping of such goods originating in or exported from, inter alia, Hong Kong.

2.The concerned goods are usually classified under the Harmonized System classification numbers 7213.10.00.11, 7213.10.00.12, 7213.10.00.13, 7213.10.00.90, 7214.20.00.11, 7214.20.00.12, 7214.20.00.13, 7214.20.00.14, 7214.20.00.21, 7214.20.00.22, 7214.20.00.23, 7214.20.00.24, 7214.20.00.31, 7214.20.00.32, 7214.20.00.33, 7214.20.00.34, 7214.20.00.90, 7215.90.00.20, 7215.90.00.30, 7227.90.00.50, 7228.30.00.51, 7228.30.00.52 and 7228.30.00.53.

3.Separately, the Canadian International Trade Tribunal (CITT) will conduct an expiry review to determine if the continued or resumed dumping is likely to result in injury to the domestic industry, and has announced that it will issue its order no later than 2 February 2023. Where the CITT determines an injury to the domestic industry, the measure will be continued for the next five years.
