US : Antidumping and Countervailing Actions against Freight Rail Coupler Systems and Components from the Mainland of China: Negative Injury Determinations and Termination of Investigations

The US International Trade Commission (ITC) announced in the Federal Register (FR) notice of 11 July 2022 its negative injury determinations in the antidumping and countervailing duty investigations against freight rail coupler systems and components from the Mainland of China. DETAILS

2.The US Department of Commerce (DoC) initiated on 25 October 2021 antidumping and countervailing duty investigations to determine whether imports of freight rail coupler systems and components from the Mainland of China were being, or were likely to be, sold in the US at less than fair value, and whether manufacturers/producers/exporters of freight rail coupler systems and components in the Mainland of China received countervailable subsidies. Subsequently, the DoC made its affirmative antidumping and countervailing determinations. Please refer to Commercial Information Circular Nos. 201/2022, 223/2022, 403/2022 and 430/2022 dated 10 March 2022, 16 March 2022, 23 May 2022 and 30 May 2022 respectively for details.

3.The ITC announced on 11 July 2022 its finding that an industry in the US was not materially injured or threatened with material injury by reason of imports of freight rail coupler systems and components from the Mainland of China that had been found by the DoC to be sold in the US at less than fair value and to be subsidized by the Government of the People's Republic of China. As a result of ITC's negative injury determinations, these investigations have been terminated and no antidumping and countervailing duty orders will be issued.
