US : Investigation on Economic Impact of Section 232 and 301 Tariffs on US Industries

The US International Trade Commission (USITC) issued a Federal Register (FR) notice on 10 May 2022 to announce its investigation into the economic impact of Section 232 and 301 tariffs on US industries. The USITC will be holding a public hearing on 21 July 2022 and taking in written submissions in connection with the investigation.

DETAILS

Section 232 Tariffs

2.On 23 March 2018, the US imposed additional tariffs of 25% and 10% on steel and aluminium products respectively imported from all countries/economies (except certain economies which are fully exempted or subject to quotas) under the Section 232 investigation. The US further included certain derivatives of steel and aluminium products for the additional tariffs on 8 February 2020. The US has also developed an exclusion process for manufacturers to submit requests for the exclusion of specific products from the additional tariffs.

Section 301 Tariffs

3.Since July 2018, the US has imposed additional tariffs on Mainland products worth approximately US$370 billion under the Section 301 investigation in four tranches (Lists 1-3: 25%; List 4A: 7.5%). The US also initiated exclusion processes for stakeholders to submit requests for the exclusion of specific products from the additional tariffs.

4.On 10 May 2022, the USITC issued an FR notice to announce its investigation into the economic impact of Section 232 and 301 tariffs that were active as of 15 March 2022 on US industries. According to the notice, a public hearing will be held on 21 July 2022 and information about the hearing will be posted on ITC's website at (https://usitc.gov/research_and_analysis/what_we_are_working_on.htm). In lieu of or in addition to participating in the hearing, interested parties are invited to file written submissions concerning this investigation.
