Commercial Information Circular No. 223/2022

US : Antidumping Action against Freight Rail Coupler Systems and Components from the Mainland of China : Preliminary Determination of Sales at Less than Fair Value

Further to Commercial Information Circular No. 747/2021 of 27 October 2021, the US Department of Commerce (DoC) announced in the Federal Register (FR) notice of 15 March 2022 its preliminary determination that freight rail coupler systems and certain components thereof from the Mainland of China were being, or were likely to be, sold in the US at less than fair value. 2.             On 19 November 2021, the US International Trade Commission (ITC) already published its preliminary affirmative determination that there was a reasonable indication that an industry in the US was materially injured by reason of imports of freight rail coupler systems and certain components thereof from the Mainland of China. If the final determination of the DoC is affirmative, the ITC will make its final determination on whether the domestic industry in the US is materially injured, or threatened with material injury, by reason of the subject imports within 45 days after the DoC's final determination.
