Commercial Information Circular No. 362/2021

Uruguay : Prohibition of Electronic Cigarettes

The Uruguayan Government issued Decree No. 410/2021 to clarify the scope of its current ban on the importation and commercialisation of e-cigarettes, which does not cover electronic devices that administer nicotine by heating dry tobacco. Meanwhile, e-cigarettes and similar devices that vaporise liquid nicotine, essential tobacco oils, flavouring substances, propylene glycol, glycerol and other substances remain prohibited.
