Brazil : Initiation of Anti-dumping Investigation against Hosiery and Socks Originating in Hong Kong

The Ministry of Economy of Brazil published Circular No. 53/2020 on 17 August 2020 announcing the initiation of anti-dumping (AD) investigation against hosiery and socks classified under Southern Common Market (Mercosur1) Common Classification (NCM) codes 6115 and 6111 originating in, inter alia, Hong Kong. 2. Details of the AD investigation are set out below:

(a) Products Covered: Hosiery and socks
(classified under NCM codes 6115 and 6111)
(b) Economies Involved: the Mainland of China, the Republic of Paraguay and Hong Kong
(c) Injury Period: July 2014 - June 2019
(d) Dumping Period: July 2018 - June 2019
(e) Procedures: Concerned producers/exporters may consider appointing a legal representative in Brazil within 20 days from the date of the publication of the Circular to assist in the communication with the Ministry of Economy concerning the investigation, i.e. by 6 September 2020.

Concerned producers/exporters are strongly advised to complete and return the questionnaire to the Ministry of Economy by 28 September 20202. (f) Submission of Documents and Questionnaire: All documents related to the investigation should be in Portuguese or in one of the official languages of the World Trade Organization, i.e. English, French and Spanish, and indicate the product and the Administrative Process No. (SECEX 52272.004587 / 2020-81) and be submitted to the DECOM Digital System (SDD) at: http://decomdigital.mdic.gov.br.

1 The Southern Common Market (Mercosur) includes Argentina, Brazil, Paraguay, Uruguay and Venezuela. Membership of Venezuela has been temporarily suspended since 2 December 2016.
