Commercial Information Circular No. 977/2018

Canada : Antidumping and Countervailing Actions against Certain Cold-Rolled Steel from the Mainland of China: Final Determinations

Further to Commercial Information Circular No. 795/2018 dated 24 August 2018 regarding the Canadian authorities' preliminary determinations of anti-dumping (AD) and countervailing (CVD) investigations against certain cold-rolled steel from, among others, the Mainland of China, the Canada Border Services Agency (CBSA) announced on 31 October 2018 the final determinations of dumping and subsidizing.  The weighted-average dumping margin is found to be 91.9%, whereas the amount of subsidy per metric tonne is RMB 506 (equivalent to 11.6% of export price).  Provisional duties will continue to apply until the Canadian International Trade Tribunal (CITT) announces its final determination on injury to the domestic industry by 21 December 2018.  Where the CITT determines an injury, the CBSA will impose final AD and CVD duties on imports of the subject goods for the next five years.  In the case of no injury found, all the proceedings will be terminated and the provisional duties will be returned.
