Commercial Information Circular No. 484/2018

US : Antidumping and Countervailing Actions against Certain Quartz Surface Products from the Mainland of China : Initiation of Investigations

The US Department of Commerce (DoC) announced in the Federal Register (FR) notices of 16 May 2018 the initiation of antidumping and countervailing duty investigations to determine whether imports of certain quartz surface products from the Mainland of China were being, or were likely to be, sold in the US at less than fair value, and whether manufacturers/producers/exporters of certain quartz surface products in the Mainland of China received countervailable subsidies. 2.DoC requests quantity and value (Q & V) information from relevant exporters and producers for use as the basis to select the mandatory respondents. The Q & V questionnaire as well as the filing instructions is available on the DoC's website at http://www.trade.gov/enforcement/news.asp. Exporters and producers wishing to obtain separate rate status in the antidumping investigation are required to submit a separate rate status application. The specific requirements for submitting the separate rate application are outlined in detail in the application itself, which is available on the DoC's website at http://enforcement.trade.gov/nme/nme-sep-rate.html. The separate rate application is due 30 days after publication of the FR notice. Also, exporters and producers who submit a separate rate status application and are selected as mandatory respondents are required to respond to all parts of the questionnaire as mandatory respondents to be eligible for separate rate status. DoC requests respondents to submit a response to the separate rate application by the deadlines in order to receive consideration for separate rate status.
