Commercial Information Circular No. 47/2018

US : Anti-dumping Action against Fine Denier Polyester Staple Fibre  from the Mainland of China : Preliminary Determination of Sales at Less than Fair Value

The US Department of Commerce (DoC) announced in the Federal Register (FR) notice of 5 January 2018 its preliminary determination that fine denier polyester staple fiber from the Mainland of China were being, or were likely to be, sold in the US at less than fair value.  The weighted-average dumping margins were found to be 63.26% - 181.46%.  The FR notice is available at:

2.On 21 July 2017, the US International Trade Commission (ITC) already published its preliminary affirmative determination that there was a reasonable indication that an industry in the US was materially injured by reason of imports of the subject Chinese merchandise.  The final determination of the DoC is postponed until no later than 135 days after the date of the publication of the FR notice.  If the final determination of the DoC is affirmative, the ITC will make its final determination on whether the domestic industry in the US is materially injured, or threatened with material injury, by reason of the subject imports within 45 days after the DoC's final determination.
