Dear Sirs,

Commercial Information Circular No. 41/2016

Mexico : Emissions Certification Requirements for Imported Motor Vehicles

The Mexican government has recently finalised a regulation adding certain certification requirements to mandatory standard NOM-041-SEMARNAT-2015, which sets maximum emissions standards for motor vehicles. This standard sets maximum levels for emissions (such as hydrocarbons, carbon monoxide, oxygen and nitrous oxide, etc) produced by motor vehicles using petrol as fuel. The regulation will enter into force in January 2016.

DETAILS

2.The modifications require foreign motor vehicles imported into Mexico to demonstrate compliance with the required standards by submitting a certificate issued by an accredited and approved entity. As a transitional arrangement, the Mexican government will accept any certificates or other documents demonstrating compliance with current US emissions standards, pending the establishment of a list of accredited and approved entities by relevant Mexican authorities. The certificates or documents will be considered valid provided that they are issued within six months prior to the date of importation of the motor vehicles into Mexico. For details, please refer to the relevant official notice (in Spanish) at http://dof.gob.mx/nota_detalle.php?codigo=5411558&fecha=14/10/2015.
