Commercial Information Circular No. 433/2015

Brazil : Conformity Certification Requirements for Light-Emitting Diodes Lamps and Solar Water Heating Equipment

The National Institute of Metrology, Standardization and Industrial Quality (INMETRO) of the Ministry of Development, Industry and Foreign Trade of Brazil issued Decrees No. 143/2015 and No. 144/2015 on 13 March 2015, and Decree No. 159/2015 on 19 March 2015 to approve or modify the conformity certifcation requirements for certain (a) light-emitting diodes (LED) lamps; and (b) solar water heating equipment.

(a) Certain LED Lamps

Further to Commercial Information Circular (CIC) No. 971/2014 of 10 November 2014 of our Department, the INMETRO issued Decree No. 143/2015 to modify the technical requirements for LED lamps with built-in control device, including the definition, performance safety requirements and test methods.

The INMETRO also issued Decree No. 144/2015 to approve the conformity certification requirements for certain LED lamps with built-in device base or body. Excluded from this requirement are various types of LED lamps that emit coloured light, as well as Organic Light Emitting Diode (OLED). The compliance dates will be as follows:

  Compliance Date Application Criteria
(i) 17 December 2015 manufacture and import of such products
(ii) 17 June 2016 domestic sale of such products by manufacturers and importers
(iii) 17 March 2017 (or 17 September 2017 for micro and small enterprises) domestic sale of such products by all other parties

(b) Certain Solar Water Heating Equipment

Further to CIC No. 732/2012 of 11 September 2012 of our Department, the INMETRO issued Decree No. 159/2015 to modify the conformity certification requirements for solar water heating equipment.  Subject solar water heating equipment must be certified using certification System 3 (which replaced certification System 7) or System 5.
