Commercial Information Circular No. 368/2015

Ecuador: Imposition of Tariff Surcharge on Various Products

The Ecuadorian government issued Resolution No. 11/2015 to impose tariff surcharge ranging from 5% to 45% on various products, classified under under Ecuadorian Harmonized Tariff Schedule (HTSEC) chapters 1-12, 15-25, 32-37, 39-44, 46, 48-74, 76, 78-79, and 82-97, for 15 months with effect from 11 March 2015.  Details of the products and tariff surcharge are available at Annex of Resolution No. 11/2015.

2.Excluded from the measures are goods:

(i) imported into Ecuador prior to 11 March 2015;
(ii)
referred to in Article 125 of the Organic Code of Production, Trade and Investment (Código Orgánico de la Producción, Comercio e Inversiones (in Spanish)/COPCI), such as products for personal effects, government importations, donations, samples with no commercial value, products for emergency aid, and certain other products;
(iii) other than those entered for consumption, as referred to in Article 147 of the COPCI;
(vi)
received from international cooperation in favor of an Ecuadorian beneficiary town, whether it is offered by means of the public sector, non-governmental organizations (NGO), or by the corresponding cooperation entities;
(v) originated in less developed countries which are members of the Latin American Integration Association.
