Commercial Information Circular No. 35/2015

Paraguay : Import Licensing Requirements for Certain Iron and Steel Products

The Paraguayan government issued a Resolution No. 1043/2014 on 21 October 2014 to establish import licencing requirements for certain iron and steel products classified under common classification (NCM) headings 72.13, 72.14, 72.15, 72.17, 72.27 and 72.29, and subheadings 73.08.20 and 73.08.90.

2.Parties interested in obtaining an advance import licence must first register in the Importers Registry and renew their registration every year. The applicant can then obtain advance import licence by:

  1. sending a signed request to the Ministry of Industry and Trade ("Ministro de Industria y Comercio" in Spanish);
  2. completing a prior import licence form; and
  3. providing a certified copy of the following documents:
  1. a packing list with NCM code at 8-digit level;
  2. the registration in Importers Registry;
  3. a legal commercial invoice with detailed description and the unit price of the product;
  4. a bill of lading;
  5. a tax compliance certificate issued by the State Under-Secretariat for Taxes of the Ministry of Finance;
  6. an invoice showing payment of the applicable fee; and
  7. as applicable, a certified copy of the Licence to use the National Institute of Technology, Stanadardisation and Metrology (INTN) label in accordance with the applicable technical standards.

Invoices confirming the origin of the goods must be endorsed by the consular office of the country of origin or the place of acquisition of the goods, or in the absence of which, the nearest consular office to the place of acquisition or shipment of the goods.

3.Advance import licences will be valid for a period of 30 days from its approval date.
