Commercial Information Circular No. 34/2015
Paraguay : Import Licensing Requirements for Certain Footwear and Textiles and Apparel Products
The Paraguayan government issued Resolutions No. 1029/2014 and 1037/2014 on 10 October 2014 and 15 October 2014 respectively to establish import licencing requirements for certain footwear, and textiles and apparel products.
2.Parties interested in obtaining an advance import licence must first register in the Importers Registry and renew their registration every year. The applicant can then obtain advance import licence by:
- sending a signed request to the Ministry of Industry and Trade ("Ministro de Industria y Comercio" in Spanish);
- completing a prior import licence form;
- providing a technical report from the National Institute of Technology, Standardisation and Metrology (INTN) (for footwear); and
- providing a certified copy (for footwear) or an original copy (for textiles and apparel products) of the following documents:
- a packing list with NCM code at 8-digit level;
- a legal commercial invoice with detailed description and the unit price of the product;
- a bill of lading;
- a tax compliance certificate issued by the State Under-Secretariat for Taxes of the Ministry of Finance; and
- the registration in Importers Registry (for footwear); or
- an invoice showing payment of the applicable fee (for textiles and apparel product).
