The US Department of Commerce (DoC) announced in the Federal Register (FR) notices of 18 February 2015 the initiation of antidumping and countervailing duty investigations to determine whether imports of certain uncoated paper from the Mainland of China were being, or were likely to be, sold in the US at less than fair value, and whether manufacturers/producers/exporters of certain uncoated paper in the Mainland of China received countervailable subsidies. The relevant FR notices on the initiation of antidumping and countervailing duty investigations are available at

BACKGROUND

2.In end January 2015, the US International Trade Commission (ITC) announced the institution of investigations and commencement of preliminary phase antidumping and countervailing duty investigations to determine whether there is a reasonable indication that an industry in the US is materially injured or threatened with material injury, or the establishment of an industry in the US is materially retarded, by reason of imports of certain uncoated paper from the Mainland of China that are alleged to be sold in the US at less than fair value and subsidised by the Government of the People's Republic of China. A copy of the FR notice is available at:
http://www.gpo.gov/fdsys/pkg/FR-2015-01-27/pdf/2015-01417.pdf.

SEPARATE RATES

3.Exporters and producers wishing to obtain separate-rate status in the antidumping investigation are required to submit a separate-rate status application. The specific requirements for submitting the separate rate application are outlined in detail in the application itself, which is available on the DoC's Web site at http://enforcement.trade.gov/nme/nme-sep-rate.html. The separate rate application is due 30 days after publication of the FR notice. For further information on the antidumping and countervailing investigations, traders may wish to contact DoC, whose contact details are set out in the above-mentioned FR notices.
