Uruguay : New Control Procedures for Consolidated Air Cargo
The Uruguayan National Directorate of Customs ("Dirección Nacional de Aduanas" in Spanish/ DNA) issued General Resolution No. 69/2015 on 11 September 2015 announcing its new control procedures for consolidated air cargo. Details of the procedures are set out as follows:
- The air cargo agent shall transmit an electronic message containing the manifest information to DNA no later than 24 hours before the arrival of aircraft.
- The consignee of air waybill that contains consolidated cargo shall submit electronic declaration on the deconsolidation of the air waybill by indicating how goods are ungrouped into indiviual shipments to DNA 12 hours before the arrival of aircraft. The declaration should be properly filed and accepted by the validation system, LUCIA. It will then be analysed to determine whether the goods are subject to a physical inspection.
