Chile: Modifications of Electronic Manifest System for Sea Cargo

Further to Commercial Information Circulars No. 964/2012 of 23 November 2012 regarding the implementation of electronic manifest system for sea cargo in Chile, the Chilean government issued Exempt Resolution No. 4558/2015 on 18 August 2015 to modify certain related provisions.  Details of the modifications are set out as follows:

  1. Except for cases in (b) and (c) below, information associated with bill of lading shall be transmitted electronically by the shipping agency at least 96 hours prior to the estimated arrival date of the vessel.
  2. The information shall be transmitted within 24 hours following the arrival of vessels which perform occasional voyages or whose arrival at Chile is not known sufficiently in advance for reasons of force majeure.
  3. For cargos shipped from ports in Panama, Colombia and Ecuador to Chilean ports of Arica, Iquique and Antofagasta, the bill of lading shall be transmitted at least 48 hours prior to the estimated arrival date; while those from Peruvian ports of Callao, Ilo and Matarani shall be transmitted at least 24 hours and 10 hours (for the latter two ports) respectively in advance.  The 48-hour deadline shall be applied to cargos shipped to other Chilean ports.
  4. For consolidated containers with one or more consignees for which house bills of lading have been issued, the master bill of lading with information on the house bills of lading must be transmitted at least 48 hours or 24 hours respectively prior to the estimated arrival time of the vessels, in respect of bills of lading that are subject to the deadline of 96-hour or 48-hour transmittion.  If the deadline cannot be met because the master bill of lading information has not been transmitted, the transmission must take place within 24 hours from the time of submission of information on master bill of lading.
