Brazil : Preliminary Determination of Anti-dumping Investigation against Certain Pre-sensitized Offset Aluminium Printing Plates Originating in Hong Kong

Pursuant to Commercial Information Circular No. 186/2014 of 27 February 2014 regarding the initiation of anti-dumping (AD) investigation against certain pre-sensitized offset aluminium printing plates classified under Southern Common Market (Mercosur1) Common Classification (NCM) codes 3701.30.21 and 3701.30.31 originating in, inter alia, Hong Kong, the Ministry of Development, Industry and Foreign Trade (MDIC) of Brazil published Circular No. 43/2014 on 25 July 2014 announcing an affirmative preliminary determination of AD investigation without imposing provisional measures. 

2. The MDIC has come to a preliminary determination that there is sufficient evidence of dumping in Brazil of imports of pre-sensitized offset aluminum printing plates originating in Hong Kong, and a significant link between the allegedly dumped imports and the evidence of injury to the domestic industry in Brazil.  The Brazilian Circular is available at:  http://www.mdic.gov.br/arquivos/dwnl_1407259446.pdf (only available in Portuguese).
