US : Countervailing Action against 1,1,1,2-Tetrafluoroethane from the Mainland of China : Amended Preliminary Affirmative Countervailing Duty Determination

The US Department of Commerce (DoC) announced in the Federal Register (FR) notice of 30 May 2014 its amendment to the preliminary affirmative countervailing duty determination of 1,1,1,2-tetrafluoroethane from the Mainland of China. In gist, Doc maintained its preliminary determination that subsidies were being provided to producers and exporters of 1,1,1,2-tetrafluoroethane from the Mainland of China, but the preliminary countervailable subsidy rates (originally ranging from 1.35% to 28.74%) had to be rectified. The amended preliminary countervailable subsidy rates were found to be 1.35% - 16.18%. The FR notice is available at:

2.On 19 December 2013, the US International Trade Commission (ITC) already issued its preliminary affirmative determination that there was a reasonable indication that an industry in the US was materially injured by reason of imports of 1,1,1,2-tetrafluoroethane from the Mainland of China. The antidumping and countervailing investigations now proceed to the final phase. If both the DoC and ITC issue affirmative final determinations, the DoC will issue antidumping and countervailing duty orders on 1,1,1,2-tetrafluoroethane from the Mainland of China.
