Dear Sirs,

Commercial Information Circular No. 583/2014

US : Anti-dumping Action against Monosodium Glutamate from the Mainland of China : Amended Preliminary Determination of Sales at Less than Fair Value

The US Department of Commerce (DoC) announced in the Federal Register (FR) notice of 13 June 2014 its amendment to the preliminary determination of the less than fair value (LTFV) investigation of monosodium glutamate from the Mainland of China. In gist, Doc maintained its preliminary determination that monosodium glutamate from the Mainland of China was being, or was likely to be, sold in the US at LTFV, but the preliminary weighted-average dumping margins (originally ranging from 52.24% to 52.27%) had to be rectified. The amended weighted-average dumping margins were found to be 157.55% - 157.59%. The FR notice is available at: http://www.gpo.gov/fdsys/pkg/FR-2014-06-13/pdf/2014-13893.pdf.

2.On 20 September 2013, the US International Trade Commission (ITC) published its preliminary determination that there was a reasonable indication that an industry in the US was materially injured by reason of imports of monosodium glutamate from the Mainland of China. The investigation will now proceed to the final phase. If the final determination of the DoC is affirmative, the ITC will make its final determination on whether the domestic industry in the US is materially injured, or threatened with material injury, by reason of the subject imports within 45 days after the DoC's final determination.
