Dear Sirs,

Commercial Information Circular No. 521/2014

US : Anti-dumping Action against Grain-Oriented Electrical Steel from the Mainland of China : Preliminary Determination of Sales at Less than Fair Value

The US Department of Commerce (DoC) announced in the Federal Register (FR) notice of 12 May 2014 its preliminary determination that grain-oriented electrical steel from the Mainland of China was being, or was likely to be, sold in the US at less than fair value. The estimated weighted-average dumping margins was found to be 159.21%. DoC's final determination will be made no later than 135 days after publication of this preliminary determination. The FR notice is available at: http://www.gpo.gov/fdsys/pkg/FR-2014-05-12/pdf/2014-10745.pdf.

2. On 26 November 2013, the US International Trade Commission (ITC) published its preliminary determination that there was a reasonable indication that an industry in the US was materially injured by reason of imports of grain-oriented electrical steel from the Mainland of China. If the final determination of the DoC is affirmative, the ITC will make its final determination on whether the domestic industry in the US is materially injured, or threatened with material injury, by reason of the subject imports within 45 days after the DoC's final determination.
