Commercial Information Circular No. 39/2014

Brazil : Conformity Certification Requirements for Various Products

The National Institute of Metrology, Standardization and Industrial Quality (INMETRO) of the Ministry of Development, Industry and Foreign Trade of Brazil issued Decrees in October and November 2013 to amend the conformity certification requirements or extend compliance dates for various products:

(a) Lamp Ballasts

The INMETRO issued Decree No. 517/2013 on 29 October 2013 requiring electromagnetic ballasts for sodium vapour lamps and metal vapour lamps (halides) covered by Decree No. 454/2010 to be sold in domestic market must be properly registered with the INMETRO. This requirement applies to (1) electromagnetic ballasts for sodium vapour lamps with a power of 70, 100, 150, 250 and 400 watts; and (2) electromagnetic ballasts for metal vapour lamps (halides) with a power of 35, 70, 100, 150, 250 and 400 watts, excluding those which conjugate with a transformer, i.e. the reactor and transformer are internally connected. The compliance date for the requirement is extended until 1 January 2014.

(b) Light Motor Vehicles

The INMETRO issued Decree No. 522/2013 on 31 October 2013 to amend certain conformity certification requirements set out in Decree No. 377/2011 and establish new definitions for large passenger vehicle, compact off-road vehicle, light commercial vehicle, compact sport utility vehicle, large off-road vehicle, large sport utility vehicle, extra-large passenger vehicle and pick-up.

(c) Tyres

Pursuant to Commercial Information Circular No. 47/2013 of 15 January 2013 that the INMETRO established the conformity certification requirements for tyres, the INMETRO issued Decree No. 538/2013 on 11 November 2013 to amend certain conformity requirements set out in Decree No. 544/2012. The tyres intended exclusively for use on snow should have the same treatment as off-road tyres as set out in paragraph 2 of article 3 of Decree No. 544/2012.
