Commercial Information Circular No. 342/2008

US : Informed Compliance Publications on Classification of Textiles and Apparel

The US Customs and Border Protection (CBP) has recently published several informed compliance publications (ICPs) related to classification of textiles and apparel. Details of the ICPs are as follows:

(a) What Every Member of the Trade Community Should Know About: Classification: Apparel Terminology under the HTSUS 

The ICP provides brief guidance for classification of apparel under the US Harmonized Tariff Schedules (HTSUS)1 Chapters 61 (which covers, generally, knit apparels) and 62 (which covers, generally, non-knit apparels), as well as some commonly used definitions of various apparel items in those chapters. This ICP revises its 2006 version by removing "Eisenhower styling" from the list of criteria that could be used in the classification of shirt-jackets. The ICP can be downloaded from the CBP's website at:

Commercial Information Circular No. 278/2006 dated 24 July 2006 is hereby superceded.

(b) What Every Member of the Trade Community Should Know About: Classification of Textile Costumes under the HTSUS

The ICP provides guidelines for classifying (a) flimsy textile costumes under subheading 9505.90.6000 of the HTSUS; (b) well-made textile costumes in Chapters 61 or 62 of the HTSUS; and (c) textile costumes with multiple components. It also contains useful information on the marking and entry requirements for textile costumes. The ICP, which makes no substantial change to its 2006 version, can be downloaded from the CBP's website at:

Commercial Information Circular No. 334/2006 dated 24 August 2006 is hereby superceded.

(c) What Every Member of the Trade Community Should Know About: Classification of Ribbons & Trimmings under the HTSUS 

The ICP provides questions and answers that can be used as a guide to help interpret the classification of ribbons, trimmings and decorative yarns under the HTSUS. The ICP can be downloaded from the CBP's website at:

  1. The classification advice in the ICPs is for general information purpose only. Since many complicated factors can be involved in customs issues, CBP advises traders to obtain a customs ruling or obtain advice from an expert (such as a licensed Customs Broker, attorney or consultant) who specializes in customs matters.
