Argentina : Import Licensing Requirement for Certain Luggage, Handbags and
Footwear Parts

The Argentine Government has announced the imposition of new licensing requirements for imports of certain luggage, handbags and footwear parts.

DETAILS

  1. The Argentine Government has all along maintained a non-automatic import licensing system on a range of products such as footwear, paper products, bicycles, household goods, toys, tyres and tubes, motorcycles and textile products, etc.. The product list is subject to modifications from time to time. In June 2007, the Argentine Government introduced the textile product import certificate requirement for knitted sweaters, pullovers, waistcoats and similar articles, as well as babies' sweaters. Details are set out in Commercial Information Circular No. 234/2007 of 12 June 2007.

  2. Starting from 1 September 2007 and 12 September 2007 respectively, importers are required by the Argentine Ministry of Economy and Production to obtain "miscellaneous manufactured articles import certificate" for importing certain luggage and handbags classified under the MERCOSUR1 Common Nomenclature (MCN) 4202.12.10, 4202.12.20, 4202.19.00 (excluding wooden articles), 4202.22.10, 4202.22.20, 4202.29.00, 4202.32.00, 4202.39.00, 4202.92.00 and 4202.99.00, and "footwear parts import certificate" for importing the upper parts of footwear classified under MCN 6406.10.00.

  3. Applications for the two kinds of import certificates should be submitted to the Import Directorate of the Secretary of Industry, Commerce and of Small and Medium-Sized Enterprises of the Ministry of Economy and Production of Argentina. The application form requires importer to provide importer's and exporter's information and details of the goods such as description, fibre contents, MCN code, FOB value, quantity, country of origin, country of embarkation etc.. The import certificate, which must be presented together with other import documents to the customs authorities of Argentina, is valid for 60 days from its date of issuance and is non-revocable and non-transferable. The actual import quantity and/or value should not be 5% greater or 10% less than the quantity and/or value declared on the import certificate.

  4. Moreover, luggage and handbags should be labelled before import, and the information on the label should be consistent with that in the import certificate. Otherwise, the merchandise may be required to be delivered to a customs zone for labelling or re-labelling.

  5. To clarify the relevance of the new requirements to their exports to Argentina and/or to obtain further information on the detailed requirements, traders are advised to approach their importers in Argentina for the relevant details.
