Argentina : Import Licensing Requirement for Certain Apparel Products

The Argentine Government has recently announced the establishment of a non-automatic licensing mechanism for imports of certain apparel products. The new requirement took effect from 8 June 2007.

DETAILS

  1. Starting from 8 June 2007, the Argentine Ministry of Economy and Production requires importers to obtain a textile product importation certificate for importing into Argentina knitted sweaters, pullovers, waistcoats and similar articles, of wool, cotton, man-made fibres and other textile materials classified under the MERCOSUR1 Common Nomenclature (MCN) 6110.11.00, 6110.12.00, 6110.20.00, 6110.30.00 and 6110.90.00, as well as babies' sweaters of all textile materials classified under MCN 6111.10.00, 6111.20.00, 6111.30.00 and 6111.90.00.

  2. Applications for importation certificate should be submitted to the Import Directorate of the Secretary of Industry, Commerce and of Small and Medium-Sized Businesses of the Ministry of Economy and Production of Argentina. The application form requires importer to provide importer's and exporter's information and details of the goods such as description, fibre contents, MCN code, FOB value, quantity, country of origin, country of embarkation etc.. The importation certificate, which must be presented together with other import documents to the customs authorities of Argentina, is valid for 60 days from its date of issuance and is non-transferable. The actual import quantity and value should be no more than 5% greater or 10% less than the quantity and value declared on the importation certificate.

  3. Shipments already in a customs zone in Argentina or in transit to the country as of 8 June 2007 are exempted from the new requirement.

  4. To clarify the relevance of the new requirements to their exports to Argentina and/or to obtain further information on the detailed requirements, traders are advised to approach their importers in Argentina for the relevant details.
