Mexico : New Labelling Requirements for Textiles and Apparel Products

The Mexican Government published a notice in the Official Gazette on 21 June 2006 announcing the adoption of a new set of labelling requirements for textiles and apparel products entering into Mexico with effect from 20 August 2006. A copy of the gazette notice in Spanish (pdf format) and an unofficial English translation (pdf format) is appended to this circular for reference.

DETAILS

  1. The new labelling requirements apply to all textile products, apparel, apparel accessories and home textiles whose textile content exceeds 50% of the product's total weight, except electric blankets, disposable diapers, sanitary towels, cotton buds, baby wipes, toys manufactured from textile materials, masks, furniture, watch straps made from textile materials, shields, flags, zips and/or fasteners, buttons and buckles made from textile materials, certain cloths, oven gloves, makeup boxes, disposable cleaning cloths and materials used for wrapping and packaging. The detailed labelling requirements vary among different products. In general, apparel and apparel accessories must bear a legible, permanent label including the following information in Spanish:
  1. Commercial brand name;
  2. Fibre content;
  3. Size (or dimensions in case of certain home textiles);
  4. Care instruction;
  5. Country of origin; and
  6. Details of manufacturer or importer.

For handbags, suitcases, purses, wallets, boxes, backpacks, umbrellas, seat covers, articles used for covering household electrical and other goods, furniture and bathroom furniture covers, cushions, cleaning supplies, painting canvas, baby diapers, textile belts, and other miscellaneous items, the label could include information on items (b), (e) and (f) above only.

  1. As the new labelling requirements are quite detailed and contain a range of requirements and exceptions, traders are strongly recommended to seek clarifications with their importers in order to comply with the necessary requirements.
