Public Services Arrangements in times of Tropical Cyclone, Rainstorm Warnings and Extreme Conditions

This circular informs traders of the public services arrangements by the Trade and Industry Department when Tropical Cyclone, Rainstorm Warnings are issued by the Hong Kong Observatory and Extreme Conditions are announced by the Government.

Tropical Cyclone

Tropical Cyclone Warning Signal No. 1 or 3

2.When a No. 1 or 3 tropical cyclone warning signal is issued, public services provided by the Department will continue as normal.

Tropical Cyclone Warning Signal No. 8 or above

3.When a No. 8 or above tropical cyclone warning signal is issued, offices of the Department will not be opened and public services will be suspended. If the signal is replaced by a lower one or cancelled at or before 3:30 p.m. on working days (i.e. Monday to Friday), the Department will resume services within two hours when conditions (e.g. weather and traffic conditions, etc) permit.

4.If the tropical cyclone warning signal No. 8 or above is cancelled after 3:30 p.m. on working days (i.e. Monday to Friday), offices of the Department will remain closed and public services will remain suspended.

Rainstorm Warnings

Amber or Red Rainstorm Warning

5.When an Amber or Red Rainstorm Warning is in effect, public services provided by the Department will continue as normal.

Black Rainstorm Warning

6.If a Black Rainstorm Warning is issued during working hours, public services provided by the Department will continue as normal. However, officers with genuine need may be released, having regard to their personal circumstances, weather and traffic conditions, etc. As a result, individual services may be affected and traders may have to expect a longer waiting time for the provision of services.

7.If the Black Rainstorm Warning is issued before working hours, offices of the Department will not be opened and public services will be suspended. If the warning is subsequently replaced by a lower one or cancelled at or before 3:30 p.m. on working days (i.e. Monday to Friday), the Department will resume services within two hours when conditions (e.g. weather and traffic conditions, etc) permit.

8.If the Black Rainstorm Warning is issued before working hours and cancelled after 3:30 p.m. on working days (i.e. Monday to Friday), offices of the Department will remain closed and public services will remain suspended.

Extreme Conditions

9.If the Government announced "Extreme Conditions" due to inclement weather, offices of the Department will not be opened and public services will be suspended. If the conditions cease to exist at or before 3:30 p.m. on working days (i.e. Monday to Friday), the Department will resume services within two hours when conditions (e.g. weather and traffic conditions, etc) permit.

Others

10.The Department will resume services as early as possible after cancellation of the warning. However, it is possible that due to circumstances beyond the Department's anticipation and control, the provision of services might be affected such that Performance Pledge might not be met.
