Rice Control Circular No. 2/2023
Registration as Local Importers of Mainland Rice
This circular reminds the trade of the arrangement for Registration as Local Importers of Mainland Cereals and Grain Flour (the Registration) operated by the Trade and Industry Department (the Department) as stipulated in Mainland Cereals and Grain Flour Registration Circular No. 3/2022 dated 7 December 2022.
2.To recapitulate, the Mainland has implemented administration measures for export of cereals and grain flour, including wheat flour, rice flour, and rice to Hong Kong since early 2008 and requires that the relevant exports should be for consumption in Hong Kong only and not for re-export.
3.Local companies/registered businesses intending to import Mainland rice should apply to the Department for registration as a local importer (Registered Importer). When exporting wheat flour, rice flour, and rice to Hong Kong, the Mainland exporters shall present contracts signed with the Registered Importers of Hong Kong or related proofs to the Mainland authorities for approval.
