ASEAN - Hong Kong, China Free Trade Agreement (AHKFTA)
Exporting Goods Originating in Hong Kong to ASEAN - Parts relating to Hong Kong and Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Viet Nam under the AHKFTA enter into force
I. Introduction
Further to the following Certificate of Origin Circulars on the application procedures and conditions for the Certificate of Hong Kong Origin - Form AHK (CO(Form AHK)) and Movement Confirmation (MC) for exporting goods originating in Hong Kong to the Association of Southeast Asian Nations (ASEAN) (Note 1), this Circular informs traders of the entry into force of the part relating to the Philippines under the ASEAN - Hong Kong, China Free Trade Agreement -

II. Details
2.As stipulated in the Circulars dated 9 May 2019, 16 May 2019 and 13 September 2019, the parts relating to Hong Kong and six ASEAN Member States (AMS), namely Laos, Malaysia, Myanmar, Singapore, Thailand and Viet Nam under the AHKFTA have entered into force.
3.Subsequently, with the completion of its necessary procedures, the part relating to the Philippines under the AHKFTA will enter into force on 12 May 2020. With the entry into force for the part relating to the Philippines, goods of Hong Kong origin for exportation to the seven AMS (Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Viet Nam) can benefit from the preferential tariff treatment under the AHKFTA.
4.The dates of entry into force for the remaining three AMS (Brunei Darussalam, Cambodia and Indonesia) will be announced as soon as they are confirmed by the respective authorities.
5.Please refer to the rules of origin, documentary requirements, record keeping requirements, relevant issues for exporting Hong Kong-origin goods to ASEAN under the AHKFTA, and details on the application procedures and conditions for CO(Form AHK) and MC as set out in the Circulars dated 9 May 2019.
