Textiles Trader Registration Circular No. 2/2020

Indonesia : Safeguard Measures on Certain Textiles Products

Further to Commercial Information Circular (CIC) No. 856/2019 dated 26 November 2019, this CIC informs that the Indonesian government has concluded the safeguard investigations and decided to impose safeguard measures on certain textile products, including (i) fabrics; (ii) yarn (other than sewing thread) of synthetic and artificial staple fibres; and (iii) curtains (including drapes), interior blinds, bed valances, and other furnishing articles, respectively.

2.According to notifications of the World Trade Organization (WTO) (document symbols G/SG/N/8/IDN/23, G/SG/N/8/IDN/24, and G/SG/N/8/IDN/25 dated 3 March 2020), the Indonesian government has concluded that increase of imported products set out in (i), (ii) and (iii) has caused serious injury to domestic industry.  Accordingly, Indonesia will impose safeguard measures on these products, irrespective of the sources, except for those being placed on exclusion lists.  Hong Kong is excluded from the safeguard measures on the products set out in (ii) and (iii) but not those in (i).

3.Salient points of Indonesia's safeguard measures on products set out in (i) applicable to Hong Kong are as follows:

Product Coverage Certain cotton fabrics, filament fabrics, staple fabrics, special fabrics and knitted fabrics.
Safeguard Measure The safeguard measures are in form of specific duty (Rupiah/Metre) applicable to imported products under 107 eight-digit HS codes of Indonesia.
Effective Period Period I: 27 May 2020 - 8 November 2020
Period II: 9 November 2020 - 8 November 2021
Period III: 9 November 2021 - 8 November 2022
Specific duties of the same product may vary for different periods. Details are set out in Part E of this WTO notification: G/SG/N/8/IDN/23.
