UNITED NATIONS SANCTIONS (YEMEN) REGULATION 2015

This is to announce for general information that on 17 July 2015 the Government gazetted the United Nations Sanctions (Yemen) Regulation 2015 (the 2015 Regulation) (L.N. 166 of 2015).

2.The 2015 Regulation, made under section 3 of the United Nations Sanctions Ordinance (Cap. 537), implements sanctions against Yemen imposed by the United Nations Security Council (UNSC) under Resolutions 2204 and 2216.

3.The sanctions imposed under the 2015 Regulation include:

  • prohibition against the supply, sale, transfer or carriage of arms or related materiel to certain persons or entities;
  • prohibition against making available to certain persons or entities any funds or other financial assets or economic resources, or dealing with funds or other financial assets or economic resources of certain persons or entities; and
  • prohibition against entry into or transit through the Hong Kong Special Administrative Region by certain persons.

4.An English version and a Chinese version of the UNSC documents relating to the 2015 Regulation are available at the Information Counter on G/F, Trade and Industry Department Tower for public inspection. These documents can also be found at UN website http://www.un.org.

WARNING

5.Contravention to the prohibitions imposed by the 2015 Regulation attracts substantial penalties which may amount in some cases to imprisonment for 7 years and/or a fine.

IMPORTANT NOTE

6.This circular is NOT a statement of the Laws of Hong Kong and has NO legal status. Anyone interested in the 2015 Regulation should refer to the Government Gazette for details. The prohibitions in the 2015 Regulation will apply to any person and company/registered business irrespective of and notwithstanding the possession of valid licences issued by the Director-General of Trade and Industry under the Import and Export Ordinance (Cap. 60) and its subsidiary legislation and other Enactments.
