Interim measure for excluding Hong Kong OPA textile products from Mainland export duty announced

Hong Kong-origin textile and clothing products can claim exemption from Mainland export duty with a "Certificate for Outward Processing in Mainland" (OPA Certificate) starting from June 10, 2005.

A new OPA Textiles Duty Exemption Office has been set up under the Trade and Industry Department (TID) to endorse the OPA Certificate, a spokesman for the TID said.

"This transitional arrangement will allow Hong Kong traders with OPA textile products to apply for exemption from the textiles export duty imposed by the Mainland Government before the long-term arrangement using electronic means is formally in place", the spokesman explained.

The Mainland has agreed earlier to exclude Hong Kong textile and clothing products that undergo outward processing on the Mainland from the export duty measure, and to discontinue with the automatic export licensing arrangement applied on such products.

The spokesman said blank forms of the OPA Certificate could be downloaded from the TID’s website (www.tid.gov.hk/english/aboutus/form/publicform/cert/index.html) or obtained free of charge from the OPA Textiles Duty Exemption Office beginning next Monday (June 6). 

Starting next Monday, traders with textile products to be re-imported back into Hong Kong under the Outward Processing Arrangement (OPA) may submit two copies of the completed OPA Certificate, an OPA Registration Card, and a photocopy of relevant Mainland's import declaration document to the OPA Textiles Duty Exemption Office for examination and subsequent endorsement on the OPA Certificate.

With effect from June 10, on exportation of OPA goods from the Mainland after outward processing, a copy of the endorsed OPA Certificate should be presented to the Mainland Customs for duty exemption purpose, the spokesman said.
