Government launches a new certification service of "Hong Kong Service Supplier" in respect of telecommunications sector

The Government will launch on 2 October 2003 a new certification service of "Hong Kong Service Suppliers (HKSS)" for service suppliers of the telecommunications sector to facilitate them to claim the preferential treatment under the Mainland and Hong Kong Closer Economic Partnership Arrangement (CEPA), a spokesman for the Trade and Industry Department said today (September 30). 

The Mainland has agreed on 29 September 2003 to grant preferential treatment in one additional sector, i.e. telecommunications sector, taking the total number of sectors covered under CEPA to 18. The Mainland will apply to service suppliers in Hong Kong the specific commitments set out in CEPA Annex 4 as from 1 October 2003 for the telecommunications sector and as from 1 January 2004 to the other 17 sectors. 

Service suppliers in Hong Kong will be able to enjoy preferential treatment granted by the Mainland in CEPA Annex 4 provided that they fulfil the definition and related requirements of Hong Kong service suppliers stipulated in CEPA Annex 5. "They should apply to the Trade and Industry Department (TID) for a Certificate of Hong Kong Service Supplier (HKSS) before they apply to the relevant Mainland authorities for provision of the relevant services in the Mainland under CEPA," said the spokesman. 

Service suppliers in the telecommunications sector may submit their applications for Certificate of HKSS with effect from 2 October 2003. Detailed application procedures have been promulgated in "Notice to Service Suppliers" No. 1/2003 issued by TID on 30 September 2003, which is also available at TID's web site (www.tid.gov.hk). 

For the other 17 sectors, details of the application procedures for Certificate of HKSS will be promulgated in November 2003.
