Trade and Industry Department Performance Pledge 2001

The Trade and Industry Department (TID) is committed to providing high quality of customer-oriented services for the public, said the Director-General of Trade and Industry, Mr Joshua Law.

Announcing the Department's first performance pledge today (June 11) since its reorganization of the Department in July last year, Mr Law said: "The provision of quality customer service in a business friendly environment has always been our priority. This is perfectly in line with our renewed mission to lead, support and facilitate the development of trade and industry, and the adoption of client focus as one of our core values."

Reviewing the department's performance last year, Mr Law said the findings of random surveys revealed that all of the 39 services (including two service items taken from the former Industry Department) had met the target. In a bid to continue improve our service, TID has further shortened the processing time for six service items and introduced two new pledges in 2001.

Besides, the Department will also leverage on the immense potential of the Internet to serve the customers.

Mr Law said: "Since July 2000, we have taken over from the former Industry Department the management of two web services, namely, the Virtual SME Information Centre and the Business Licence Information Service. We have also improved the design of our departmental website which enables users to search for our information and services in a more user-friendly and speedy manner. "

"In April 2001, we have rolled out new web services relating to our licensing control system for the import and export of strategic commodities. Furthermore, we are planning to launch by phases a web portal focusing on the niche areas the TID is positioned to serve. Web-based services and transactions will be made available as an alternative to the current paper-based mode."

Talking about the services provided for the Small and Medium Enterprises (SMEs), Mr Law added: "To better serve our customers comprisingthe 300,000 or so (SMEs )in Hong Kong, we are planning to expand and enhance the services of the SME Information Centre which was taken over from the former Industry Department."

"As a staunch supporter of e-commerce, the Department continues to promote among traders the benefits of submitting applications for trade documents by electronic data interchange (EDI).

"Further to the successful implementation of full EDI service for Restrained Textiles Export Licences, we reached another milestone by launching full EDI service for Production Notifications in February 2000 and for Certificates of Origin in September 2000," Mr Law said.

"We shall enable EDI submission for cargo manifests in late 2001. We are studying the viability of extending EDI service to cover textiles notifications under the Textiles Registration Scheme." Mr Law said.

Finally, Mr Law stressed that TID would continue to reinforce a client-based culture in the Department.
