Textiles Trader Registration Scheme (TTRS)

Who can apply for registration under TTRS?

Companies (including sole proprietorships, partnerships and limited companies) with valid Business Registration in Hong Kong which are carrying on business in the manner as set out in Schedule 4 to the Import and Export (General) Regulations (Chapter 60, subsidiary legislation A), i.e. importing textiles from the Mainland of China or exporting textiles to the Mainland of China or the USA, can apply for registration under the TTRS.

What is the advantage of registering under TTRS?

The Textiles Trader Registration Scheme (TTRS) is a voluntary registration scheme.  Traders who are/are not holding TTRS registrations are welcome and encouraged to register/keep their TTRS registrations in case Hong Kong might need to reinstate textiles control should circumstances require in the future. Registered traders will be instantly advised of the latest information / changes to the textiles control arrangements by the Department.  In the event of resumption of the licensing requirement for textiles export/import, registered traders can instantaneously make use of the textiles notifications under the Scheme and avoid the hassles to apply for individual textiles licence each and every time.

How to apply for registration under TTRS?

Traders interested in registering under the TTRS should return the completed "Application Form for Textiles Trader Registration (TID 91A)", together with the evidence of payment of the TTRS registration fee and other necessary supporting documents, either in person or by post, to the Textiles Trader Registration Office.  If necessary, the signatory of the application may be invited for an interview and required to produce the original of the documents for examination.  For details, please click here.

How long is a registration valid for?

Textiles Trader Registration is valid for 12 months and is renewable.

How to renew the registration under TTRS?

About two months before the expiry of the registration, the Department will notify the registered traders by email or by post of the upcoming expiry and the procedures for renewing the registration.  To renew the registration, traders should complete the Reply Slip as enclosed to the email or letter, or the "Application Form for Renewal of Registration as a Textiles Trader (TID 94)", and return it together with the evidence of payment of the TTRS registration fee and other necessary supporting documents, either in person or by post, to the Textiles Trader Registration Office.  For details, please click here.

How to check whether application for registration has been approved?

Under normal circumstances, application for registration under the TTRS will be processed within three clear working days (i.e. excluding Saturdays, Sundays and public holidays) after the date upon receipt of application with all necessary supporting documents and payment of registration fee.  Applicants can check online at the Department's Web Portal whether their applications have been approved.  Please logon the online enquiry services: "User Login Account (ULA)" three clear working days after payment of registration fee and submission of application to view and/or download the Certificate of Registration as a Textiles Trader issued by the Department.  Please note that no physical certificates will be sent to the applicants by post.  New users can first activate their User Login Account (ULA) at the above website.  For details, please refer to the Guidance Notes on How to check approval status and download Certificate of Registration as a Textiles Trader.
