Dear Sirs,
Further to Commercial Information Circular No. 804/2025 of 17 September 2025 regarding the preliminary determination of antidumping (AD) investigation by the US Department of Commerce (DoC) against methylene diphenyl diisocyanate (MDI) from Chinese Mainland, the DoC announced in the Federal Register (FR) notice of 13 April 2026 the final determination that imports of the subject product were being, or were likely to be, sold in the US at less than fair value. The final estimated weighted-average dumping margins are found to be 85.11% - 159.04%. The FR notice is available at: https://www.govinfo.gov/content/pkg/FR-2026-04-13/pdf/2026-07055.pdf.
2.The US International Trade Commission (ITC) will make its final injury determination no later than 45 days after DoC’s final determination. If the ITC makes affirmative final injury determination, the DoC will issue AD order. The US Customs and Border Protection will continue to suspend liquidation of the subject imports and require a cash deposit of the estimated duties for subsequent entries in accordance with the rates as set out in the final determination. However, if the ITC determines that such injury does not exist, this proceeding will be terminated, and all estimated duties deposited or securities posted will be refunded or cancelled.
