Dear Sirs,
Further to Commercial Information Circular (CIC) No. 765/2025 dated 9 September 2025 on the US’ modification of the scope of reciprocal tariff, on 14 November 2025 the US President signed an executive order modifying the scope of reciprocal tariffs, that certain qualifying agricultural products shall no longer be subject to those tariffs. The modifications shall take effect on 13 November 2025.
2.On 2 April 2025, the US President signed executive order 14257 imposing reciprocal tariff on all imports from all trading partners. Among others, goods set forth in Annex II to this order shall not be subject to reciprocal tariff. The US President on 11 April 2025 signed a presidential memorandum providing clarification that specified products classified as “semiconductors” shall not be subject to reciprocal tariff. On 5 September 2025, the US President signed executive order 14346 modifying the scope of reciprocal tariffs and establishing procedures for implementing trade and security agreements. Annex II to executive order 14257 of 2 April 2025, as amended by this executive order, lists the products that shall be exempted from reciprocal tariffs effective from 8 September 2025. This executive order also establishes the “Potential Tariff Adjustments for Aligned Partners” as set forth in Annex III, which contains the list of products that are potentially eligible to be exempted from reciprocal tariff, as determined by the US for each trading partner that has concluded an agreement on reciprocal trade.
3.On 14 November 2025, the US President signed an executive order modifying the scope of reciprocal tariffs, that certain qualifying agricultural products shall no longer be subject to those tariffs. The Harmonized Tariff Schedule of the United States shall be modified as provided in Annex I to this order. The modifications shall be effective with respect to goods entered for consumption, or withdrawn from warehouse for consumption from 13 November 2025. Accordingly, updated versions of (i) Annex II to executive order 14257, as amended, which identifies the products to which reciprocal tariffs do not apply; and (ii) the Annex to executive order 14346 entitled “Potential Tariff Adjustments for Aligned Partners” are attached to this order and shall be effective with respect to goods entered for consumption, or withdrawn from warehouse for consumption, from 13 November 2025.
