Canada : Surtax on Certain Steel Goods Melted and Poured in the Mainland of China and Certain Aluminium Goods Smelted and Cast in the Mainland of China
Further to Commercial Information Circulars (CICs) No. 797/2024 and 535/2025 dated 2 October 2024 and 30 June 2025 on Canada’s surtax on certain steel and aluminium products from the Mainland of China effective from 22 October 2024 and Canada’s implementation of tariff rate quotas on imports of certain steel goods from its non-free trade agreement partners effective from 27 June 2025 respectively, Canada Border Services Agency (CBSA) announced on 31 July 2025 that certain steel goods melted and poured in the Mainland of China and certain aluminium goods smelted and cast in the Mainland of China are subject to a 25% surtax effective from 31 July 2025.
DETAILS
2.On 31 July 2025, CBSA issued a customs notice to announce that effective from 31 July 2025, certain steel goods imported into Canada and containing steel melted and poured in the Mainland of China and certain aluminium goods imported into Canada and containing aluminium smelted and cast in the Mainland of China are subject to a surtax in the amount of 25% of the value for duty in accordance with the Steel Goods and Aluminum Goods Surtax Order, which contains a complete list of goods subject to the surtax. This surtax is in addition to any other duties owing (e.g., in addition to customs duties, anti-dumping and countervailing duties, and taxes that may be applicable). Certain steel and aluminium goods made in the Mainland of China that are subject to a surtax under the China Surtax Order (2024), effective from 22 October 2024 are not subject to this surtax.
