Dear Sirs,
Further to the Commercial Information Circular No. 883/2024 of 25 October 2024, the European Commission published Implementing Regulation (EU) 2025/74 on 14 January 2025 to impose a provisional anti-dumping duty on imports of lysine originating in the Mainland of China. 2.Salient points of the Regulation are set out below -
(a) Product | : | Lysine and its esters, salts thereof, and feed additives, consisting of dry weight basis of 68% or more, but not more than 80% of L-lysine sulphate, and not more than 32% of other components such as carbohydrates and other amino acids, currently falling under CN codes ex 2309 90 31, ex 2309 90 96, and 2922 41 00 (TARIC codes: 2309 90 31 41, 2309 90 31 49, 2309 90 96 41, 2309 90 96 49) |
(b) Rate of duty | : | 84.8% of the net, free-at-Union-frontier price before duty (except for a number of companies with individual duty rates from 58.3% to 71.6%) |
(c) Effective date | : | 15 January 2025 (the duty will apply for six months) |
(d) Collection of duty | : | The release for free circulation in the EU of the product shall be subject to the provision of a security deposit equivalent to the amount of the provisional duty. |
3.For traders involved in the exports of the subject product from the Guangdong Province, please contact ZHENG Jingmin, Director of Trade Remedy and Industry Injury Investigation Division under the Department of Commerce of Guangdong Province, at 86 20 3881 9797. The Division is responsible for, among others, guiding and coordinating enterprises in Guangdong Province in responding to anti-dumping investigations against products from the province.
