The Mainland of China : “Notice of the General Administration of Customs on Inspection, Quarantine and Hygiene Requirements for Dairy Products Exported from Hong Kong to the Mainland”
The General Administration of Customs of the People’s Republic of China (GACC) issued on 26 June 2025 the “Notice of the General Administration of Customs on Inspection, Quarantine and Hygiene Requirements for Dairy Products Exported from Hong Kong to the Mainland” under which Hong Kong dairy products meeting relevant requirements are allowed to be imported into the Mainland starting from the date of promulgation of the notice. Please refer to the Appendix for the notice and the explanatory note (both in Chinese only).
2.The Environment and Ecology Bureau and the GACC signed on 19 May 2025 the “Cooperation Arrangement for the Export of Dairy Products from Hong Kong to the Mainland” which puts in place the monitoring of food safety from the source for Hong Kong-manufactured dairy products exported to the Mainland. It covers requirements for testing the sources of food raw materials and for the food manufacturers on production management, including storage and transportation of food products. For details, please refer to CIC No. 431/2025 dated 20 May 2025 issued by the Department.
3.The Centre for Food Safety (CFS) of the Food and Environmental Hygiene Department of the Hong Kong Special Administrative Region Government has issued the “Application Guide for ‘Recommendation on Food Manufacturer Registration’ (Applicable to Meat and Dairy Products)”, including the registration procedures and submission of application. Details have been uploaded onto CFS’ webpage.
